If you only ever ride your bike at dusk or in half-light then krypton or halogen lights are ideal. If, however, you regularly ride your bike on unlit roads or in especially dark areas you should purchase an LED light, many of which have the added advantage of being rechargeable and have flashing modes that can help with driver visibility.
Opting for a bike light with rechargeable batteries can save you money in the long run, as you won't need to keep buying replacement ones. It can be even better if you can get a light that recharges via solar energy as you won't even need to put them on to charge, they will do it themselves.
If you really want to stand out when cycling you should wear a hi-vis jacket or waistcoat, which can be seen in the darkness and will also reflect on headlights to make you even more visible. If you don't like the idea of wearing one you can also get reflective stickers that you can stick onto your bike.
