This effect occurs because the forward leg shields the back leg from on-coming wind. Hence, there is less drag force on the back leg, resulting in less overall drag force.
Therefore, even if you buy carbon bike wheels online, you must also employ skillful riding tactics to reduce drag forces from other aspects unrelated to bike wheel design. This involves proper leg configuration on the crank cycle, especially when going down hill.
